We are talking about offshore drilling. Once drilled they have to get the product back to shore. To do so it will pass through state waters, needing a state permit. There are several ways to do this, not sure which way they will propose.
New pipeline? Barges? Existing pipelines? Each have their own limitations and expenses. If you have nothing to add, just stop posting, moron.
