Not really in general....spent tons of money and ran up debt all over, intervention all over the world, and was big government everything on social policies.
He talked a good game and in certain places he was conservative, but in general no. But sad part is he was prolly the most conservative until trump(in general) in the last 50 years.
Trump does all the things he did but is much less of an interventionist.
