No you don't because it has never been done.

No President has ever used Article 2 Section 3 of the constitution to adjourn congress.

He is trying to get the terrorists, I mean Democrats, to come back and increase funding for small businesses which they fricking hate the guts of.

This gives him the ability to say I gave them the chance to return to chamber but they said nah we dont want to, let him decide.

If he tries it, it will be interesting.

The devil is in the semicolons (among other details). Short answer, this power does not work the way many seem to think it works.

But if this is about appointments, it makes no sense. The Senate wants to work. The House is the problem.

But he does not NEED the House to confirm appointments. The Senate can do it alone, and they would not be temporary “recess” appointments.

Recess appointments for a variety of positions which have gone unfulfilled in fairly important roles in Govt ie DHS, Agriculture etc. Many of the roles have acting Directors as of now because of no Senate hearings aka interview
