This is all about give and take. He and his people saw that video and know those agents royally frickED UP. The feds can't dig their heels in and completely 100% support the ones involved in this shooting. They have to acknowledge in some kind of way that this one is bad. Reducing the number of agents there and stepping back to allow the state to run this investigation is part of that give. The take will be that they're still going to prosecute illegals caught and they're still going to round them up there, just not with as many agents/resources.
It's possible to be pro Trump and pro ICE while also acknowledging that those agents fricked up in this particular case. This one isn't the same as Rachel Good getting shot/killed when trying to run over an agent.

There is a ton of smoke that ICE and Homan have been pissed at CBP and their constant frickups for some time. CBP, not ICE, killed that guy.
So Leavitt saying it would be CBP leaving Mn tracks.
Just like Homan having to handle this and muzzling Noem/Bonvino after their embarrassing weekend.

They cannot allow the locals to investigate this. These are the same people who sentenced an officer to prison after Floyd ODd. There is no way they will get a fair investigation or trial.
