Trudeau really didn't want a new NAFTA and held out so long because he wanted Trump hate votes in blaming failure on Trump.
And it's for that reason why Mexico played Canada so hard by negotiating with the US in good faith, they got a good deal on their own terms leaving Canada with the bill.
Canada tried to box in the United States by forcing a trilateral deal by joining forces with Mexico and the Mexicans told them to frick off and negotiated on their own with the americans.
This is what happens when you elect a drama teacher to do a big boy job, especially going up against a President of the most powerful country in the world that also happen to be a billionaire real estate tycoon that owns a company with holdings all over the world and has forgotten more about economics than Trudeau has ever learned in his life.

Trudeau actually wanted a new NAFTA deal to have sections focusing on gender identity, racial disparities, diversity quotas, multiculturalism, and unchecked immigration.
Imagine the laughter that was had amongst the American and Mexican trade delegations and especially once it got back to the Oval Office.
Trudeau doesn’t understand that Mexico and the United States are run by Presidents who are only focused on business and real trade issues, not SJW bullshite that belongs in college echo chambers like Berkeley or Columbia.
