i dont' read pilot jargon, but it appears to be saying she's not qualified to pilot unless being supervised and up to the pilot's discretion as to what she was allowed to do on the plane.
so this may be the fault of the person that allowed her to practice landing.

Agree. If this story is true, the pilot that allowed or instructed her to make the landing is the one at fault. The conditions were far too severe for her skill level.

We need more diversity. If there were two woman pilots instead of just one the plane would have rotated all the way around and landed on its tires.
