Pretty sure in the recent news cycle California and VA are doing this in direct response to Texas gerrymandering off the normal schedule.

Why it is being redistricted is because Trump wanted it so.

It doesn’t matter who started it in the recent cycle. Gerrymandering has been going on for as long as we’ve been a country. Anti-Federalists tried to do it to prevent ratification of the Constitution. The birth of gerrymandering as we know it is detailed for you in the link below. No matter what the political parties are called, opposing sides have been trying to gain an advantage this way since the beginning.

man, there is nothing we in virginia can do when you have super densely populated areas near dc...many in the state dont want it to pass but we cant help how these frickers vote. and there are tons of em up north.

shite, that’s just a US focused explanation (which makes sense because we coined the term) but that sort of thing has been going on since the late 1600’s when GB/UK went to fully geography-based constituencies for the Commons.
And probably before that too. Politicians seek advantage, and gerrymandering is just a manifestation of that. As long as humans are involved, it’s an inevitability.
