Look at it this way. Our boat has 2 holes in the bottom. One hole is letting in a little more water than the other. I have the opportunity to permanently fix the hole that is letting in a little less water. You want to bitch, gripe and stop me from fixing that hole because I'm not fixing the "larger" hole. Fixing the smaller hole is a HUGE improvement over having both holes flooding the boat. After the smaller one is permanently closed, we can work on fixing the other.

Add to that the water coming in thru the larger hole is cleaner (those coming in with visa's are vetted somewhat unlike illegal criminal border crossers).
