You said the poster was showing his ignorance of UK laws. The OP doesn't mention any laws. The OP said that the UK police often withhold names, especially early on or when the suspect has vulnerabilities. In other words, they release the names when it suits their fancy. Even if they codified the part about vulnerabilities, that would be an avenue for the authorities to do as they please.

I don't doubt him either. The article I read earlier said that the suspect was in the company of two caregivers, which made me think it was a British citizen. I do believe, based on following UK news, that they frequently make decisions about releasing names based on the immigration status of the suspect.
