It can't self correct because 2% of 13% = 50%+ of all violent crime in the United States. We can't correct that fact, and the 13% can, but won't.

Dude, where were you in the summer of 2020? What was the final estimate? Over $2 Billion in damages?
We already allow both immigrants and in many cases black people to skate on less serious legal charges because neither will show up for court appearances or to perform community service, so the only option is to put them in jail, which has become prohibitively expensive for most locales, or just let them slide.
A bit over 40% of black people in the US get some form of welfare. That's 20 million people.
Take away welfare from 20 million people and see what happens. Especially since probably only a small minority of that 20 million can read past about a 4th grade level and is unemployable as such.
You think the George Floyd riots were impressive? You ain't seen nothing yet.

I'll be darned if I don't think he was right.
The problem is that it's too far gone for his ideas to work. When he was alive and made those statements, the US was pretty split in most places with blacks and whites largely having their own communities and economies, with little (at least compared to today) interactions outside of work. Blacks wanted their own neighborhoods and businesses and whites wanted their own neighborhoods and businesses. The Civil Rights Act changed all that and a big part of that change was that you had a large number of blacks who decided they no longer wanted to do business (or as much business) or live in black neighborhoods any longer.
That movement not only killed those economies, but that dying started gaining speed right as the welfare state was being born. Blacks suddenly not able to find work in their neighborhoods and still being resisted by white businesses turned to social programs. Those programs increasingly ended up structured in such a way as to make it easy to get on them, but difficult to work your way off (needing an unrealistic increase in income to make up for the loss of housing, food stamps, etc).
This growing dependence on these programs and their structure which gave more to single mothers than couples and more per-child ended up creating a generational culture which depended on federal largess and growingly dismantled the black family. Daniel Moynihan was damned near a prophet.
Today, while many blacks have escaped that cycle, many have not. Blacks, as a per-capita, are the largest segment of those on welfare (whites are the largest total number) with many families being generationally in the system. This has created an entire sub-culture in the black community that eschews work, expects girls to get pregnant without being too involved with the father, expects fathers to be largely non-existent (or at least non-influential) in the life/lives of their child/ren. This is a subculture of "bitches-n-hoes," wilding, gang-banging, heavy drug use (mainly weed), and rampant lack of even the understanding of accountability or responsibility. Where these sub-cultures thrive is where we see the highest rates of homicides and violent crimes in every major and medium city in the country, and probably even some small ones.
This is an issue the black community will have to fix itself, if the purple-haired Karens will keep their nose-rings out of it and government would make programs which progressed people off their roles instead of keeping them in like a glue-trap.

We tried that dating back to the end of the Civil War. Ever heard of Liberia? Gave the freed slaves and all blacks the opportunity to make their own nation and even on their native continent. Yet here they are still.

It will be the southeast that whites forfeit and they will begin doing so by fleeing to the west/western Canada long before the government gives it to them.

Food would be unvaried gruel, scientifically blended to meet all nutrition needs. Medical care would fix cavities, broken bones, provide antibiotics and immunizations, and provide basic treatments for things like cancer. However, no extreme care. Housing would be provided, if necessary, in concentration camps. Education would be free through high school.
In short order the black family would recover, women would refuse sex outside of marriage and all the pathos would start improving. But this has no chance of passing into law, so…
