Its pretty dumb to try and make the argument that they were just informants when they were involved in the planning and leadership of these groups. That, and the whole grand jury indictment thing. LOL

Why?

Have you never read up on how we took down the mafia? The snitches in those cases were in planning and leadership roles of the various familes, too.

And, guess what, the government allowed them to continue their life of crime while the government gathered evidence for the cases.

As YA noted, the allegations are legally sufficient for PC and an indictment.

That doesn't mean the fantastical allegations and implications are somehow true.
