Quid pro quo's aren't illegal just because it's a latin term, you fat piece of shite. When a President takes over teh office, he dictates policy. He can change that policy however he sees fit, and they ALL DO. That's why elections are held, you liberal dumbasses. So if the new presidential policy is "clean up your city/state or you don't get federal funding", absolutely nothing is wrong with that.
Unlike Obama where he told solar energy companies "hire my buddies to your firm and i'll give you millions of American tax dollars, then you are free to shut down the company and cash out". Yet where are the assbag liberals then?
