This is a problem that can be quickly solved through market pressure. Start charging metal scrappers who pay cash for these items ... manhole covers, grates, fire hydrant, etc.
South Carolina did it with copper wiring (ripped from new home construction sites) and the problem was solved.

They were doing that on housing 50 years ago as I had a job in high school that was busting out slabbing around cut pipe.

It amazes me how they’ll go through fairly tedious work to steal hydrants or cut off catalytic converters for 10
