Another possibility is that given the area, the cuffs may have been put on, to make him easier to subdue if he decided to try to run. Last thing any body wants is a case of a fleeing suspect getting (LMFAO) hit by a train.
Varies by state, and by department. But most of the time the cuffs only stay on as long as the suspect is being legally detained. Unless he/she shows some kind of behavior that is suspicious or seems a threat to anybody's health.

She comes off looking like a self-important a-hole talking about how she is a federal prosecutor. As if that is relevant (or the fact that he graduated from Harvard). You'd think if he graduated from Harvard he'd be smart enough not to run by the train tracks.
And her son comes off as a big pussy calling his mommy and constantly asking if they can call her back if his phone dies, etc. I'm sure he knew he wasn't supposed to be there.
