deadlocks would just affirm the lower court rulings would have nothing to do with Congress.

Deadlock just defaults to the circuit court. It doesn’t create a non-decision that must be punted to Congress.

I have a serious question.
Looking at how the Congresses of States and the U.S. handle business (the lack thereof in particular, and the bipartisan swampism that tends to prioritize their bank accounts over the will of their constituents), why would you want things to become deadlocked in the Supreme Court of the land and merely be kicked back down to those who couldn't resolve the issues on their own?

Because (I think) it would force the real change in Congress that I want.
And, more importantly, I don’t a want single swing John Roberts or Sandra Day O’conner deciding the direction of the entire country.

An even number is the same as having the next highest odd number. You still need a majority to reverse the lower court. Exactly 1/2 is not a majority.

Admittedly some of this is coming from my antipathy towards Congress.
Sone time ago, the Republican members of Congress were complaining about the Ninth Circuit and how the liberal rulings were a threat. But I was like ‘You clowns could re-work the Ninth Circuit however you want’. They didn’t want to do the work to fix things because the boogeyman Ninth was a great fundraising and get out the vote tool.
