The rigging happens in certain deep blue strongholds more than in purple states. What doesn’t make sense is how the 2020 presidential election had 95-100% turnout in those strongholds, which is pretty much statistically impossible. It was known then that some of the ballots only voted for President and not down-ballot races. The goal was to keep one particular guy from getting into office.

Military or US government employees posted overseas can mail-in vote. Anyone else has decided that being wherever they need to be on Election Day is more important than voting.
