The president can deploy any branch of the military for up to 60 days without prior congressional approval in certain situations, such as responding to an attack, provided that Congress is notified within 48 hours of the deployment. If Congress does not authorize the deployment within 60 days, the president must withdraw the forces within an additional 30 days (90 total) if necessary.

This is why, for example, though not marines, the 82nd Airborne is sometimes called "America's 911."

The Marines are part of the Navy, not directly under the DoD. What’s the point of saying they are all equal in who they report to, if they don’t actually all report to the DoD directly?

No, they don't but it really doesn't matter. If the President orders it they don't have a choice. Whether they answer directly to the President or not, they still have to follow his orders.
