I do believe this is factually possible, but the corporations in control of all this aren't concerned about the betterment or well being of humans. Their only concern is bigger profits!
They will NEVER allow any benefits from AI to be shared with us common folk.

The question I have is this will take an obscene amount of materials and resources. At what point will we run out of rare earth material and what’s gonna happen then?

There just isnt much left in classical electronics.
Thats why so many are so invested in quantum.
The sheer physics problems of 1nm chips isnt something that AI can be trained against.
There is no training data for we haven't gone there yet.

Can AI find efficiencies that reduce the needed materials and resources? For example, when will it be able to rewrite its own code and engineer its own chips?

The Bible fortells of people accepting a great delusion in the end times - the delusion and the actions they take based on it will seem right in their eyes - common sense. It also says the anti-christ will perform miracles and wonders.
I think AI in the future - you pick how soon - 10 years - 30 years, working with the massive power it has - literal electricity, and spaced based AI and power generation- will be able to create world wide visual spectacles. I don't know if this will be in the form of holograms, some sort of mind hack or a new technology we're not aware of yet - but I do see this as a potential future. Lord knows that a few million dollars in political ads can already delude have the country.

I mean, Google announced over a year back, that they are having to double capacity every six months to a year. This is liken to the penny doubled every day scenario, only worse.
Is this something the US needs to win... Absolutely. Compared to China, it is absolute must.

I've thought about this a LOT.
I tend to speculate that it will be a mind hack. Some amalgamation of 5G/6G frequently, mRNA gene manipulation therapy and the mark of the beast (brow/hand implant?) may combine to spread a mass illusion that seems all too realistic because it's literally being projected by the brain.
I tend to believe that a projection/hologram wouldn't convince a lot of people. It wouldn't create a "10th Man" scenario where everyone was convinced and it became necessary to designate a skeptic. It would take deployment of an illusion so thoroughly convincing that no one would even want to question it.
