He wants it forced, like all leftists. They can't imagine that people would want to do anything but live in an apartment clustered in a city where you can use your phone to get others to-do anything you need.

Some of us remember that Bill Clinton wanted a very similar BTU tax towards the beginning of his first term, probably with strong backing from Gore.
It's one of the items that triggered the 1994 GOP takeover of Congress.

In economic terms there is zero difference between this and a straight carbon tax like what France has. And the consumption impact (and pissed off consumer group) is more or less identical.

There will still be a need for trucks and SUVs. A Prius isn't exactly a functional vehicle for a family of 5. I have zero desire to drive a small car.
