Forms are changed regularly (often annually) and this form had only been around for about a year..
But thefederalist ran an article falsely saying the rule was changed and the sheeple ran with it

And I doubt he is the whistle blower. The report indicated that he had a good number of subordinates in high places, which would be odd for a 33 year old.
