White House Press secretaries have used this phrase for many years. Usually at the end of the day (or night) they would tell the press corps "ok that's a full lid you can all go home" meaning there there would be nothing else from the President for the day. So for ole Sleepy, the day ended today before it began essentially.

My guess if he gets out of his nightly routine it affects his dementia treatments. Them dragging him out last night when he was supposed to be resting caused him to have a bad mental day today.

Damn, that's mighty early in the day to be making that decision. Even Dana Perino said the other day that putting a lid on before noon was rather unusual.

I was only familiar with the term from Cheech & Chong so I googled and it's actually a volume measurement. (Amount that would fit in the lid of an institutional-sized mayonnaise jar.)
Urban Dict says it would equate to roughly 21 grams or 3/4 of an ounce. Though I'm pretty sure today's sticky, gooey, goodness would weigh more by volume than the dried up hay the hippies were smoking. What a fricked up way to measure. I'm glad the bums lost.
