Oregon and Cali both have programs to help illegals purchase a home
At least in Texas they are shutting down that development that the owner turned in a Mexican city. Cali would welcome that

Even with $30k, how are they qualifying for a mortgage? You have to show verifiable income (a job), verifiable credit history, and savings reserves. Then all funds have to be sourced to show they are legitimate and not gained through illegal means or money laundering.
