, the Chinese have been haggling in markets for 5,000 years. Having other sources of commodities gives them leverage in negotiating with the US. They can walk away from the deal - always important in negotiating.
What does that have to do with what I asked? The article is saying that this is an opportunity for them to do what they were already wanting to do. So why weren't they already doing it?
