So when these Congress men and women hear people tell them what they would like to see the Republican led House do, they convey that to other Representatives and the Speaker. The Speaker then decides what he'll take to the floor. The concessions that McCarthy made were to the constituents of these (8) Representatives, so YES McCarthy didn't hold up his end of the bargain he made to get the Speakership.
