I think he figured he did not have the votes on the 1st ballot and withdrew knowing no one else was going to get to 216 or 217 and planned on the conference coming back to him as a compromise candidate for Speaker. He’ll either be Speaker or will decide who will be Speaker.

You're a little slow aren't you? I mean, it's okay. We'll just have to figure out a simpler way to explain it to you. You do know the 8 that opposed McCarthy as Speaker represent the CONSTITUENTS in their districts, "duh people" as you say, correct? So when these Congress men and women hear people tell them what they would like to see the Republican led House do, they convey that to other Representatives and the Speaker. The Speaker then decides what he'll take to the floor. The concessions that McCarthy made were to the constituents of these (8) Representatives, so YES McCarthy didn't hold up his end of the bargain he made to get the Speakership.
