My gut says she only thought she had the money while the stolen money was flowing freely. As soon as the faucet started slowing, whoever was the brains of the operation, took all of the money. She still is responsible for it though if she stole it in the first place.

She was requested to appear before a legislative committee, she was under no legal obligation to do so. Unfortunately, the U.S. Constitution’s Speech or Debate Clause (Art. I, § 6) is a pretty high hurdle for them to get over. This clause provides that members of Congress “shall not be questioned in any other Place” for “any Speech or Debate in either House." The courts have looked at this as creating broad enough testimonial and evidentiary privileges that it protects Congressional legislators from being compelled to testify to state committees about legislative acts, official duties, investigations, or related matters.

It sucks balls, but it's very likely that if they were even to subpoena her in an attempt to compel her to appeal it would get struck down by the courts.
