A shite ton of options for maintaining current spending and increasing taxes.
Almost no options to eliminate programs.

I solved it!
Just a heads up, you connasses won't have much of an education left. Mississippi will be a bastion of Education when compared to Louisiana if I had my way. I also got rid of those film tax credits. The country won't be laughing at Louisiana any more once Swamp People is taken off the air...that's a win, I guess. I managed to keep your gasoline from going up but your chewing Tobacco is going to increase. Also, your prisoners may have to walk in chains along the highways if they need to be moved. Busing them is a luxury...they don't need that (maybe multitask and make then pick up trash along the highway on their way to court???).
Overall, your state is fricked.

I eliminated the deficit and generated about 4% additional revenue without having to cut any spending on education nor health.
What I found especially interesting were what results were above 60%:
-Maintain mental rehabilitation services for individuals 21 years or older: 72.04%
-Increase tobacco excise tax by 22 cents: 70.62%
-Decrease funding for Local Housing of State Adult Offenders: 68.72%
-Maintain pediatric Day Healthcare services: 67.77%
-Require co-payments when many Medicaid patients seek treatment from physicians, clinics and hospitals: 66.82%
-Require many Medicaid recipients to have a job, enroll in job training or perform acceptable volunteer work: 66.35%
-Eliminate two positions for the Atchafalaya Basin Program: 63.51%
-Make Permanent Reductions to Tax Credits, Deductions and Rebates that were suspended in 2015: 61.14%
-Maintain spending for the state stock of Meals-Ready-to-Eat (MREs) used during disasters over the past year: 60.66%
-(DO NOT) Eliminate supplemental funding to senior centers: 60.19% (this was the only NO answer above 60%)

First try, solved the budget and gained revenue by 6.82% and I kept some of muh progrums.

Revenue increase of 5.88.
Surplus of 612 million.
...and I did it without a dime of cuts to services to the elderly, kids, or mentally ill.
Under my budget, Louisiana would be a really lousy place to be a state employee or leftist college professor...but a pretty good place to live.
