I have to go with Carter, at least in my lifetime. His failure to deal more aggressively with Iran set the stage for the 47 years of the mess that is the Middle East.

A couple of unsung contenders:

Grant - essentially ran for POTUS because he needed a job. Presided over the Indian Ring Scandal.

Harding - complete nonentity. Real imbecile. Totally unqualified to be POTUS. Presided over Teapot Dome Scandal.

Blaming Carter is how people see it, but it’s not how it was. The Shah’s health had been declining since the early 70’s and in 1973 or 1974 he was diagnosed with cancer 2 1/2 years, before Carter was president. For the next 6 years the Shah suffered from severe depression, extreme fatigue, and cognitive decline until he died in 1980. When he started treatments in 74 they caused him to have psychological problems. The Shah left the country 3 weeks before the coup started when his spleen had enlarged to the size of a basketball.

After Carter made a deal to get the hostages back from Iran Reagan’s campaign made a better offer. The hostages were released minutes after Reagan was sworn in. The next 6 years the Reagan Administration armed the Ayatollah in their war against Iraq

Don't forget the Panama Canal, the Russian grain embargo (which was devastating to our farmers), the Olympic boycott (which only hurt our athletes), inflation between 13% and 15%, double digit home mortgage rates, and unemployment around 8%. And of course his utter ineptitude with the hostage crisis. Biden certainly gives Carter a run for his money, but those numbers are hard to beat. For me, it's still Carter.

Well, Reagan calling them prisoners of war may have also had something to do with that.

Hoover is in the top 2

He had a hard time understanding and evaluating the crisis America was in going through in the late 20’s and early 30’s that caused the Great Depression.

When he came in to office in 1929 he was worth around $100 million which is about $2 billion now. He didn’t understand the common man or understand their problems. He signed bills that only made things worse by listening to bad advisors and trusting Congress.

The idiocy of any country have an open border policy combined with unequivocal birthright citizenship cannot be overstated.

So what Biden did on this alone puts him near the top in terms of lasting detriment to the country.
