I have a bud who worked for the Dept. of Agriculture.
He can attest that a lot of Fedgov jobs was a jobs program for this demographic and they were almost impossible to fire.

Most HBCU's are diploma mills too.
Saw many officers in the service from HBCU's and a large majority were less than stellar.

Howard was the only one who's graduates impressed me.
I've seen a number of HBCU grads who shouldn't have been allowed to graduate high school.
