I mean... yea. Spearphishing has always been considered hacking.

Given, it’s quite possibly the easiest type of hacking to avoid, and getting dupped by it shows what a dumb frick Podesta is. But we don’t need to change the definition of words to try and downplay anything.

Spear phishing is a form of hacking dimwit.

That doesn't mean that the leaders of the dems aren't idiots for falling for it. But by definition of spear phishing, I don't see your point.

If the Russians use it for their own ends, they’re still committing aggression against the U.S., even if someone’s stupidity made it easier. It’s still a violation of law, and, arguably, an act of war

Indeed.
It’s also quite possibly the easiest hack to set up.

So a spearphish leaving trails of breadcrumbs directly back to the hacker is not normally the stuff of sophisticated intel organizations.
