I saw the statement you’re referencing I think.
Didn’t the reason they give in it was basically that Trump wanted to do something when the initial uprisings started but he didn’t have assurances from our military leaders about their effectiveness since most of our planning and assets at the time were dedicated to snatching Maduro in his underwear?

It would seem pretty obvious. He told them not to start killing civilians and they slaughtered thousands of them. I would guarantee that Trump wanted to go whip their frickin asses immediately. We didn't have the assets in place to do so though.
