Fair question. He does not. He is generally notified by someone who suspects stolen valor, particularly those who pretend to be a Navy SEAL (his personal passion). He is simply an incredible researcher. Very skilled at what he does. In this instance he got involved because of the notoriety of the incident.

Can someone’s DD-214 be released to the public without that person’s consent?

I have to admit I do not know. Would have to look at what the privacy act states and what it applies to. If you are asking me an opinion, then I would say he is probably not releasing information that is covered under the privacy act (e.g. SSN, et al). He has been doing this for quite some time, most of the time for individuals who claim to be a former Navy SEAL. He has hundreds of videos doing this.

Yeah, for better or worse, he did not release PII. The MOS of the individual involved and his dates of service do not fall into that category. His rank at discharge as well. Though I do not dabble in this stuff, it is amazing how much you are permitted to access through open source (e.g. non-fed sources).

In the case of phony SEALs, Don has access to the list of everyone that completed SEAL training back to its inception. Anyone can also run a "phony SEAL" check on a person by going to SOCNET.com, they have access to the same information. In the case of Rangers, and other special ops, he probably has contacts in other service branches.

My suspicion is that a DD 214 is not something that can be obtained by a member of the general public through FOIA.
Maybe law enforcement can get some info from it for official purposes but it just seems extremely odd to me that this Don Shipley guy just made a FOIA request that was processed in basically less than 24 hours...over MLK holiday weekend...and during a government shutdown.
