Both were redrawn to give citites, dark blue cities, power over rural conservative voters.
Unless you're claiming "blue" is a race ... then you're wrong.
Although, my grandpappy used to refer to blacks as Democrats with race based intent implied.
Regardless, both the CA and VA maps were redrawn for unconstitutional reasons ... with clear intent to give the Democrats an advantage.

IMO, they should start with the 5 largest pop/geographic centers and radiate out.
1) N.O.
2) BTR
3) LC
4) Shreveport
5) Monroe
6) would likely be a coasta parish w/ Lafayette/Houma as the center for geographical starting point
grab all whole parishes touching the pop centers (making up the greater BTR or N.O. meter areas, ect)
look at the commuting to metero areas

My hope is that this opens the door for discussion on these states that include non-citizens in the census and therefore including them in their population to draw districts. this whole mess needs to be cleaned up and i hope this was the first stepping stone to that cleaning.
