All due respect Y, The Dude knew what it was before he picked it up. Having said that, there can also be extenuating circumstances (General Flynn) that perhaps the Dude didn't want out on him. Should that be the case, maybe he should have some leniency. If true Justice still exist in this nation, I wish him God speed.

Was the whistleblower rules changed AFTER they got this info?
So Schiff gets info but knows it doesn’t meet requirements for whistle blower. So they get the rules changed then try to pass it by?
