That is not shoplifting. That is robbery.

Shoplifting is when you conceal merchandise and sneak it out of the store. If you just walk into a business and brazenly walk out with items, that is robbery.

Easy solution:

Mark everything up to $1001 and let the cards fall where they will.

Loaf of bread? $1000. Pack of Newports? $1000. Car air freshener? $1000.

Everyone will begin shopping outside of San Francisco proper, and the thieves, degenerates and homeless can risk prosecution if they wanna steal from SF businesses.

I prefer a variant on that...

Everything priced at $1000 or more but having a membership card and/or coupon reduces the price by $1000 per item.

Coupons only applied if you use a register, not walk out the door.

That's my local Walgreens. The intersection of 7th & H NW (next to the Chinese arch) attracts a lot of panhandlers.

Grocery stores and chain pharmacies in many areas of DC pay off duty officers to guard the place.
