Disagree. It happened post-war in 1945 with Operation Paperclip, which established the OSS/CIA as operating above the law. By 63 the CIA under Dulles was already entrenched and operating, Kennedy just bucked the system and was going to try and box them in, so he had to be dealt with viscerally and publicly.

Some might argue it happened when the CIA was established.
Others might say it happened in the New Deal with the explosive growth in the administrative state, which has been labeled a bloodless revolution. This set the stage for having a CIA, giving it expansive powers, and the overall powershift to executive branch agencies, ie the administrative state.

Remember just recently, there was a Congressperson that won and he won by putting on his resume just a bunch of lies. And the other Congressmen got hysterical, telling lies like that!
