Oleg Smolenkov is a former Russian government official who worked in the Russian Embassy in Washington and later in the Russian presidential administration under Yuri Ushakov, a key adviser to President Vladimir Putin on international affairs. Smolenkov and his family disappeared during a trip to Montenegro in June 2017, with reports suggesting that he may have been extracted by the CIA due to concerns about his safety, particularly in light of U.S. President Donald Trump's handling of classified intelligence.

Russian media and officials have played down Smolenkov's importance, with some dismissing the reports as "pulp fiction" and "classic propaganda". Nevertheless, there have been reports that Moscow has sought assistance from Interpol to locate Smolenkov in the U.S..
