Sad, but I have to agree with Mr. King.
When the NOPD is caught on camera looting the local Wal-Mart, well....
And a few weeks after Katrina, when Rita hit the southwest part of LA, the locals got off of their backsides and went to work and cleaned the place up. Nothing was news worthy so not a peep...

Forget Iowa. In the aftermath of Katrina, a discernable difference could be seen in the way residents along the gulf coast of Mississippi handled the destruction of their homes and the way it was handled in New Orleans.

This was because MS decided to clean up and send FEMA the bill, LA decided to wait for someone else to do it for them for financial reasons.
MS simply mobilized equipment statewide, paid a bit of overtime and got the job done, it's residents demanded this, LA was more than happy to do basically nothing because their goal was to let a few favoured private contractors wallow in the fedgov trough.
It is what it is and Steve King is spot on.

I was at Katrina for rescue efforts with my fire dept. there were thousands of NO folks working hard trying to either help rescue others, or get the city back to where it was. This was in a time when not everyone, including myself had cell phones and if you did, they nor radios worked whatsoever at that time in NO. There was 0 communication abilities other than face to face there. I haven’t kept up I’ll be honest so I’ll embarrassingly admit I don’t know what happened in Iowa recently. But I will say NO folks were not all waiting on handouts and help, sure some of the poor were, but even many of the poor were working hard trying to help others.

The problem is people base this on what they saw on TV. The media made a fortune making New Orleans look like the entire city is the ghetto and we were totally helpless. They didn’t show you people in Mid City,
Lakeview, etc who were living in FEMA trailers and fighting with insurance companies every single day. Most people in New Orleans came back and got no coverage whatsoever. His comments are ridiculous to compare, but that’s been said multiple times.
