Also prevented a possible mass casualty event from occuring as she fled the scene. When someone starts attempting to flee in a vehicle and they are disregarding the surrounding pedestrians whether law enforcement or the public, that officer has the duty to stop that vehicle. If he had not shot and she had killed or injured others it would be because he did not do what was necessary in that moment.

Another clueless person who thinks cops should be able to assess danger, pull their handgun, and shoot the criminal sitting in a moving vehicle to wound but not kill all in .8 seconds.
Let's do a test. Have someone punch you .8 seconds after a buzzer. If you can catch his fist, not just block, then maybe you will have a point. But you also don't know which hand is going to punch or where. You must determine what the puncher is going to do and defend yourself flawlessly in .8 secs. You don't even have the threat of death. Can you do it? I doubt it.
