With all that said, the money was stolen. It was the people of Iran’s money and not ours. We never delivered on the arms as we contractually agreed to. Just because they changed gov’ts to one we didn’t like, doesn’t absolve our contractual obligations.
But, what do laws, contracts, and morals mean to us? We don’t like em. frick em. AMIRITE?!?

If it was why would he send $400MM in foreign currency and 13 payments of $99,999,999.99 each in wires to avoid oversight? Shouldn't he have been able to send it all in one lump sum if it was such the right thing to do?

In 1982, Iran filed a claim with the Tribunal pertaining to the FMS Trust Fund, which Lisa Grosh, Assistant Legal Advisor at the Department of State, has described as “a multi-billion dollar breach-of-contract dispute covering 1,126 huge military sales contracts.”
Grosh stated that the two sides engaged in some 40 rounds of negotiations “at this level” over several decades. Iran ramped up efforts to adjudicate the claim in 2015, asking the Tribunal to schedule comprehensive hearings on the outstanding FMS claims and requesting a preliminary ruling. The FMS Trust Fund amounted to $600 million until the George H. W. Bush administration returned $200 million to Iran in a partial settlement in 1990.
So, in short, we owed them the money. We signed documents to pay them the money. Legally we were obligated to pay them the money. Bush made the initial down payment. Obama paid the balance. It’s OK to read. Even if it’s something you don’t like.

you hold in your hands the portal to inform yourself on the multi year negotiations between Iran, the US, the EU and the UN that resulted in the JPAC. You also have access to all the inspections and reporting that are a matter of record and are on going.
yes, we retuned their money plus interest.
the reason we did that was twofold...it wasn’t ours and it was required by international law.
