Here is the trick to what you want to do, you can't ground the wire to the metal frame of the sign. It will bleed the current into the ground and reduce the shock. I'm assuming you are intending to use a Fido Shock type electric fence device? If not, you will have a Dem laying in your yard as a Halloween decoration.

First of all if you don't know how to rig your sign up then just don't do it. But if I were going to rig a sign up I would use something like this:
This will give someone a nice little jolt and then it will pass quickly.
DO NOT run an extension cord from your electrical outlet to the sign. You could kill someone including yourself.

Some other ideas;
Mouse traps attached to back.
roof tar on back - at least ruin their clothes and their day
Good game camouflaged game camera to get video of action and hopefully face and license plate. Game Cameras
And coolest thing yet, and is apparently legal, the gun blast sound booby trap!

Simple answer, extension cord. Cut the female end off and expose the 3 inner wires. Strip them back to reveal enough copper to make a loop or hook. Next attach the wires to the metal legs on the sign. Plug in extension cord to nearest outlet. Now sit back and watch as would be thieves get a hell of a surprise for being shitbags

Simply put a super-glue type substance all along the outer edges of the rear of the sign. Something that won't quickly dry out. They'll be able to remove it but it'll give them a quick scare.

Apply a really sticky clear adhesive instead.
