When a Republican president is in office, the Executive Branch and DOJ are subject to and bound by rulings by SCOTUS. When a Democrat president is in office the Executive Branch and DOJ are NOT subject to and bound by rulings by SCOTUS.

I’d like to see the whole statement in context. Been too busy to keep up with every utterance.
I do know that Trump uses phrases all the time that media misconstrues and then runs with. Did “I don’t know” mean “I don’t know that I agree with your assessment’ while talking to a reporter? He has a history of cutting phrases short like that.

Lincoln ignored the Constitution and saved the Constitutional Republic. There are times when extraordinary measures must be undertaken. It really all comes down to the street level when the political system falls apart. Whichever side loses the political/formal power struggle will likely force a dog fight, both being aware of the consequences of a loss.
