This gets into a thousand years of history, and is highly
simplified, but while the people living in the Ukraine were once just Rus, they’re now somewhat split, and split on cultural and religious lines.
Western Ukraine is Catholic because it was conquered by the Polish-Lithuanian Commonwealth in the 15th century. The eastern portion is Orthodox, because it remained part of Russia.
You can actually see the old border between Russia and the Commonwealth if you look at recent voting maps. Areas that were part of the commonwealth vote for Western leaning parties. Areas that were part of Russia do not.
For Russia this poses something of a problem. Western Ukraine is hostile to Russia, and its politicians have courted NATO membership for years. It’s a ten hour drive to Moscow from the Ukrainian border, and the terrain favors the attacker.
And this is why annexing the Donbas isn’t in Russia’s interest. A unified Ukraine, will alway be politically divided between east and west, and it will never join NATO. It will be a neutral buffer zone.
The next best outcome, is a frozen conflict in the Donbas. This also prevents NATO membership, and keeps Ukraine weak, although at some financial and political cost for Russia.
