I really hate when people do the "they used ___ funds for ____.

Money is the most fungible item on earth. I don't really pay much attention which pocket it came from. They are the same pair of pants.

These sorts of headlines are always a bit misleading. Money is fungible. If they didn't steal a dollar here, they would steal it there to meet their perceived most pressing needs.
