The good news is my agency - Defense Contract Audit Agency - was one of those with an unmodified opinion (aka a "clean" opinion).

Opinion on Sec of Def of DoD is easy. Name me one person who served as Sec of Def in history with a less distinguished record. The prompt was “is he qualified?” The answer is, if he is, he’s the least qualified in history.

I think there’s a huge difference between that and excluding an entire group from serving. What about people with PTSD? What about physical disability? What about any of the spectrum of non-hetero?

Who cares what his rank was?

Look at an old picture of Eisenhower in uniform, with his handful of medals/ribbons.

Then take a gander at Lloyd Austin. Dude has so much crap on his chest he looks like a Generalissimo of a Central American banana republic

Have to clear out some of the career military guys who’ve outstayed their welcome while filling bank accounts of military contractors.

Agencies have the option of using the IG's office or an external auditor. EY does a lot of government agency audits and the other Big 3 do some as well.
