Pennsylvania is so fricking stupid. You have to go in person to drop off your ballot. Why don’t you just not send out ballots and have people vote in person since they’re going somewhere anyways.

This should be quickly resolved, but what's the sanction?
Assuming he illegally harvested the ballots, there's no way to know which one's were illegally harvested. Also, even if you could prove they were illegally harvested, wouldn't they still be counted?
