If the feds make the terrorism call, I want to say conspiracy to commit murder 1 tied to terrorism can carry the death penalty, but I'm not sure if there has to be a tie to a foreign nation.

Just because you see them in Utah it means nothing. They may be going to console the family with Vance. They may be going to oversee the investigation personally. It doesn't mean that they are going to perp walk the killer. They wouldn't do the perp walk anyway.
