Sure it could.
She could have also meant that he was "ostracized" when he was expelled for threatening students. She could have meant he was ostracized because he was a violent a-hole to most people and they wanted to stay away from him. None of that would be considered "bullying."
We don't really know what happened, and everyone wants to assume that "this kid was bullied because he was weird and it led him to this." That may very well have happened, but once again, that's based on an assumption. He had a troubled childhood which also plays into all this.
