Uh false.
They serve at the pleasure of the President who is in charge of the executive branch, not them, and is charged with carrying out his orders.
If they disagree with him and can't or won't carry out his orders, then they had best resign.
The 25th amendment was only designed for scenarios in which the President was not able to credibly discharge the duties of the office, not mere disagreements the cabinet might have. It was never a blank check for insubordination.

Before Trumps arrival, the narrative was always "Washington is corrupt, we need change...."
Now, the election of Barak Obama was indeed fortuitous because it had the OUTWARD APPEARANCE of change, even tho' none was to be seen because we soon found out that Barak Obama was just as corrupt and greedy as anyone in Washington.
What we are seeing with President Trump is REAL change, the first we've seen in Washington in modern history.
Change makes most people uncomfortable and the way for the piggies at the trough to remain in power is to make EVERYONE uncomfortable and afraid so we will pine for the "good ole' days" when the Left and Right played at "Punch and Judy", all the while enriching themselves and screwing the country.
Make no mistake: The constant harping from the Media and the Left is from a place of fear, not for the country, but for themselves.
A bull has shown up at the pig trough and if they can't convince the American Public that the Apocalypse is just around the corner, the pigs may lose control forever.

The 25th amendment was never meant to be a blank check for insubordination amongst cabinet members and bureaucrats that have a policy or character disagreement with the President.
