I’ll just shut all the utilities down on the property till the tenants leave if they decide to not pay.
Also you can still evict people right now. The tenants have to prove that they need the extension. They cannot just “not pay”.

Businesses in smaller states like Louisiana are being screwed because of huge corporations. Take at a look at McDonalds. McDonalds Gross Profit
Even during a pandemic, McDonalds still makes billions in profits. In the quarter ending September 30 2020 they made $2,905,000,000. Meanwhile, like you said small family owned restaurants are screwed. Many may go under without $15 minimum wage. Adjusted for inflation, the minimum wage was much higher in the 60s. In the 60s local businesses didn't just all go under. Before most of these huge corporations even existed, that money would go to a local family. This family would then spend it in the local economy. Now, it just goes to a billionaire who spends it in China to buy some CCP politician to screw Americans over.
So, in short whilst I think businesses can afford some raise in the minimum wage, you should blame large multinational corporations for businesses not having enough money to pay workers what they need to live.
