IMHO the best strategy now for Islamic Iran is to absolutely tell the USA to "go to hell" and then tell the USA "post WW2 history proves that you are too flaccid to win a war against a nation like Islamic Iran".
Run the clock out on Trump. The War Powers Act imposes time limits on Trump's ability to wage war. Iran knows that US Democrats will work to end or limit Trump's military activities. Iran knows that the USA is fractured and that many Americans are rooting for Iran to give Trump an embarrassing military failure.
Time is on Islamic Iran's side. If they fight to the death, they can out-last POTUS Trump.
I very much doubt that the IRGC will surrender in any way - they will have to be killed to the last man.
As for the USA, if we want to finish Islamic Iran, it is going to take some tactical ground operations of some kind inside Iran. Air Power alone can't do it.

Is Iran using this time as well? For sure. They're digging out missile launchers, repairing munitions factories, getting resupply from China and Russia, etc. But, overall, I think that the good guys get more benefit from break in the action.

Yep. As usual, the Country's biggest threat are the Democrats and Rhinos. The IRGC's best course of action right now is to wait for these allies to stop our military.

Does Trump get another 60-90 days and then does the war power act affect a naval blockade vs bombing? And does the war power act prevent Trump from responding to Iranian attacks?

Since the IRGC is a named terrorist group there are previous authorizations. Obama used them for Libya and we have had "boots on the ground" in Syria for 15 years without any War Powers authorizations. The Democrats and msm will scream, but that will happen regardless. Funding will get through somehow.
